Haringey's mysterious CCTV car parked on double yellow lines

I pulled in just in front of it and got out my phone to take a picture. Sadly the wretched thing was off. The people in the the CCTV car realised that they were about to be photographed, parked on double yellow lines, and drove off at speed down St James Lane before I could write down their number plate (and I had no pen with me....).
I cycled to work in Westminster wondering if they were the Haringey CCTV car that cut me up on Muswell Road the week before.
If the people in control of the asylum break the rules why should be respect them?
