Camden Council has issued 600 fixed penalty notices and taken 30 people to court since November as part of its Clean Camden campaign.
But Conservative councillor Andrew Marshall, who represents Swiss Cottage, said council enforcement officers are neglecting the north of the borough.
He revealed 137 fines were issued in Camden Town and Primrose Hill compared to just three in Belsize Park between November and January.
“Given the scale of problems in Finchley Road, but also other parts of our patch, this skew is too much for us, and we’re taking it up with officers to get more action in the Finchley Road area,” Cllr Marshall wrote to residents in his monthly newsletter on Sunday.
The council spends £7million a year cleaning the borough’s streets.
A Camden Council spokesman said: “We know that our residents find littering, dog fouling and fly-tipping disgusting and anti-social and we are committed to putting an end to this horrible behaviour.”
He added: “Our intelligence and experience tells us that due to higher footfall, in general, the area of the borough south of Camden are where most littering offences occur so we have therefore been targeting these areas first for littering and fly-tipping offences to try and drive behaviour change.
