Far East Consortium (FEC), which is redeveloping Hornsey Town hall, has built flats on the site but so far not completed a promised hotel and arts centre.
The delay led to a report in property industry journal Green Street News that the consortium had sold the lease to a Hong Kong investor.
FEC last week refused to confirm or deny the report.
But now Haringey Council leader Cllr Peray Ahmet has written in a column in the Ham & High clarifying that the historic building in Crouch End has not yet been sold, and that the council will continue to work with FEC for a "definitive and deliverable timeline".
She said: "We have been assured by FEC that any news regarding the potential sale or acquisition of the Hornsey Town Hall development is purely speculative, and that no agreement has been reached with any buyer or partner to speak of."
There have been calls for the arts centre to be completed before Haringey becomes the Borough of Culture in 2027.
Cllr Ahmet added: "I share the disappointment of residents at the continued delays in bringing forward proposals for the arts centre element of the project, which we want to be a part of the 2027 celebrations.
"We want to maximise the community benefits that we know residents are looking forward to and ensure the partners live up to the commitments previously made."
The town hall was identified as surplus to Haringey Council's needs in 2003. The FEC won the tender in 2017 to restore the Grade II*-listed building, which dates back to 1935.
The plan was to convert the Art Deco landmark into a boutique hotel and deliver 146 flats within the grounds, as well as the arts centre and other community facilities.
Luxury flats have been completed but progress on the arts centre remains uncertain.
Events and exhibitions have been moved to libraries.
A spokesperson for FEC previously told the Ham&High that it did not speculate on news articles.
They said: "FEC remains committed to bringing forward the remaining aspects of the Hornsey Town Hall regeneration plan and we will be sharing further updates in due course."
