Arsenal manager Terry Neill voiced his fears over proposals to award three points for a win instead of two.
"It will fail to encourage attacking football, indeed it could have the opposite effect with teams sitting on a one goal lead," warned Neill at a Football League meeting in Solihull.
Meanwhile, striker Paul Vaessen was ruled out after a knee ligament operation.
"He will be in plaster for two months and will do very well if he comes back this season," added Neill, after a 1-1 draw at Stoke kept the Gunners in sixth place.
