The new government-awarded franchise - to be called London Live - was won by ESTV Ltd, owned by the Evening Standard and Independent’s proprietor Evgeny Lebedev.

Five groups competed for the new terrestrial digital channel, including Archant London newspapers, which was part of the LondonTV consortium with two other local newspaper chains.

Ofcom, the broadcasting industry’s regulating body, said London Live showed “understanding of London’s diverse communities” and offered opportunities for community involvement.

The channel, the first dedicated to the capital, will broadcast 18 hours a day to an estimated four million homes.
