The investigation was instigated after two adults were arrested for child abuse, The Independent on Sunday has reported

The child has since been taken into care.

The revelation comes just a month after the review into the case of Child T - who was left in an abusive household for months after children’s services, health workers and the police missed numerous chances to get him to safety.

At one point, doctors discovered more than 50 bruises of various ages on his body.

A council spokesman refused to comment as the serious case review was on-going.

“We have made a number of improvements to children’s services in the past few years, which have been recognised by Ofsted and led to the service being removed from government oversight in April 2012,” they said.

“We are committed to a culture of continued partnership working, learning and improvement and safeguarding remains a priority for the council.

“In mid-November, the council’s cabinet will be agreeing further substantial investment in a children’s services programme to consolidate and build further on the improvements already made.”
